a) get acquainted with the lists of voters, referendum participants, the register of issuance of absentee certificates, absentee certificates held by the commission, the register of applications (appeals) for voting outside the polling station;

b.1) observe the issuance of ballot papers to voters, referendum participants;

d) observe the counting of the number of citizens included in the lists of voters, referendum participants, ballots issued to voters, referendum participants, canceled ballots; to observe the counting of votes of voters, referendum participants at an electoral precinct, referendum precinct at a distance and under conditions that provide them with visibility of the marks of voters, referendum participants contained in the ballots; get acquainted with any filled or unfilled ballot when counting the votes of voters, referendum participants; observe the compilation by the commission of the protocol on the results of voting and other documents within the period specified in paragraph 3 of this article;

e) apply to the chairman of the precinct commission, and in his absence to the person replacing him, with suggestions and comments on the organization of voting;

f) get acquainted with the protocols of the relevant commission, lower commissions on the results of voting, on the results of elections, referendum and documents attached to them, receive from the relevant commission certified copies of these protocols;

i) be present at the re-count of the votes of voters, referendum participants in the respective commissions.

Representatives of the mass media, taking part in the information coverage of the preparation and conduct of elections, a referendum, have the right to:

a) attend meetings of commissions;

b) get acquainted with the protocol of the precinct commission on the results of voting, as well as with the protocols of other commissions on the results of voting, on the results of elections, referendum, including those drawn up repeatedly, receive from the relevant commission copies of these protocols and documents attached to them;

c) attend campaign events, cover them;

The observer may not:

a) issue ballots to voters, referendum participants;

b) sign for the voter, referendum participant, including at his request, in receiving ballots;

c) to fill in ballot papers for the voter, referendum participant, including at his/her request;

d) take actions violating the secrecy of the vote;

e) take a direct part in the counting of ballots carried out by voting members of the commission;

f) take actions that impede the work of the commission;

g) campaigning among voters, referendum participants;

h) participate in decision-making by the relevant commission.
